Sift all the dry ingredients into a bowl. Mix well. Add water to wet sugar, stirring well. Add this mixture and margarine to the dry ingredients and bind to form a soft dough. Knead for a few minutes on a lightly floured board. Roll out 1/2 inch thick and cut into 31/2 inch rounds. Place on a greased and floured baking tray.
